Regional Information Analyst

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the post

The Trend, Reputation, Analysis and Knowledge (TRAK) team is a well-established team, strongly connected to security, emergency and global risks situations, providing quality and timely analysis of open source information to support and facilitate decision making for crisis response and risk anticipation & mitigation.

The regional Information analyst is part of the global TRAK team and closely collaborates with the Africa Regional Management Team, the Africa Regional Hub and delegations to provide actionable information analyses, reports and insights on issues, events and trends reported on in open sources and which might have an impact on ICRC operations, acceptance and security in the region. The Information Analyst uses his/her regional expertise, knowledge of contexts and languages to assess the quality of information gathered, and to make sense of the information and data gathered while bridging it with internal knowledge.

By looking for facts, assessing and validating the credibility of information and sources, the information analyst provides an objective complementary reading of conflict and violent environments and therefore contributes to reinforcing the ICRC identity of a neutral and independent humanitarian (NIHA) actor in the region.

Main duties and responsibilities

Using information and data from a wide range of open sources:

• Collaborates closely with the Africa Regional Team, the Regional hub and delegations to support Operations’ priorities providing contextualized and targeted information analysis on conflict developments, political evolutions and other relevant issues.
• Anticipates information needs and proposes sustainable information analysis services based on Operations’ needs and priorities. Adds value to information by assessing the veracity or quality of information and sources, connecting the dots, curating and summarizing key content, adding political reading and contextual knowledge and making recommendations.
• Actively participates in coordinated cross-regional analytical research efforts with the global TRAK team to provide the institution with nuanced and multi-perspective views of complex and interconnected developments.
• Carries out tailored in-depth research and contributes to the analysis (quantitative and qualitative) on specific thematic issues of interest. Identifies existing and emerging influential online voices and networks and opportunities to engage with them.
• Monitors and alerts at an early stage on issues and risks that can potentially impact ICRC operations, security and/or reputation in the region and shares an early reading.
• In times of crisis and emergencies, actively supports colleagues involved in crisis response mechanisms at HQ and in concerned delegations through monitoring and analysis, with a specific focus on security and reputation, as well as regional dynamics & geopolitics. This also includes providing ad hoc Environmental Scanning (ES) support for short durations to delegations on special request.
• Co-leads the response to information analysis requests requiring regional & contextualized information analysis.
• Co-coordinates collective monitoring, research and analysis efforts with Environment
• Scanning officers in delegations in the region. In cooperation with the existing Africa COM counterparts, ensures optimum information sharing among ES officers in the region and other members of the ES network, coordinates, organizes and feeds Ginkgo spaces (Analysis platform) that are relevant to his/her region.
• Participates and contributes to transversal and multidisciplinary efforts (prot, GLOB, WatHab, EcoSec, Com,…) in order to bridge external environment development to operational internal relevance.
• Participates in coordinated research efforts with the global TRAK team (notably other regional and thematic analysts) and other contributors, in view to prepare cross-regional analyses on various topics (security, geopolitics, humanitarian sector changes, etc).
• Ensures optimum information sharing among ES officers in the region and other members of the network; coordinates, organizes and feeds Ginkgo’s spaces that are relevant to his/her region.
• Supports in coordinating with local external information analysis service providers (think tanks, NGOs, media, universities…) and identify relevant sources and events for the Region (thematic webinars, panel discussions, reports…).
• Implements TRAK processes, methodologies and best practices on (crisis) information analysis and disseminates these among ES officers and information analysts in the region;
• Complies with data privacy rules of the organization, and other guidelines and procedures in place.

Education & professional experience required

• University degree in communication, journalism, political science, conflict studies, international relations or other relevant field.
• 10+ years of overall professional experience. At least 3-5 years of professional experience in monitoring and analyzing open source information to support decision making, including & preferably in the humanitarian field
• Excellent computer skills: advanced MS Word, Excel and PowerPoint essential, knowledge of data visualization tools an asset
• Excellent writing skills (French and English) including the ability to communicate research findings and analysis in written form
• Professional knowledge of Arabic and/or other languages of the region a strong asset

Desired profile and skills

• Excellent web-based research skills; demonstrated experience navigating (media) monitoring tools, search engines and social listening platforms.
• Ability to analyze and articulate complex issues and formulate recommendations based on available information;
• Solid knowledge of the regional media and social media landscape
• Strong knowledge of geopolitics, socio-economic issues and conflict studies in the region
• Autonomous & proactive team player
• Attention to detail, analytical rigour, and impartiality.
• Strong interpersonal and collaborative skills, including an ability to work in a multicultural environment and part of a global team.
• Genuine interest in neutral humanitarian action
